At first Robert Vance appears to be a neutral character who is simply at the center of the investigation. He was the person who initially informed the passengers what happened: “The problem, ladies and gentlemen, is your plane departed Montego Bay, Jamaica, on April 7, 2013. Today is November 4, 2018. You’ve all been missing, presumed dead, for 5 1/2 years.” (101.3) He interviewed the passengers and crew while they were detained at the airport (101.4). At a government roundtable discussion, when Director Hughes said that all the passengers should be incarcerated (that this crisis is a national emergency) Vance said, “This is still America. These people have rights” (102.12).
At Kelly’s murder crime scene, Vance claimes jurisdiction and tells Michaela and Jared to leave (103.6). He then arrests Bethany after helping Thomas escape from the hospital (105.15), and then interrogates her (105.19).
Moreover, Vance meets with the Captain and Jared about Michaela, and wants Jared to work as his informant (103.18). Although he saves Jared’s career, he now wants Jared to keep an eye on Michaela and report back to him (105.22).
Vance is clueless about the fate of the missing passengers (106.18, 106.22, 106.24). He believes Ben might be on to something (107.9). He then shows up at Ben’s work demanding that he hand over a thumbdrive (107.21).
Vance teams up with Ben (108.7, 108.9, 108.21, 108.25). Vance comes up with a plan to enter the Red Hook warehouse to free the missing patients (109.10). With Armed Vance and his men enter the Red Hook facility, but they find nothing. Cal then shows up at Red Hook and shows Ben his drawing, and the exact location to find the passengers (109.13). Vance and his team then search the tunnels under Red Hook and when they encounter someone, the shooting starts (109.15). As patients make their way out of the tunnel, inside the laboratory flames continue to heat the oxygen tanks. Still inside the tunnel are Vance and Jared with Lawrence and others in custody (109.16).
